Semenistaja has been the better player on clay at this level for a while now, and making a 125 final at ranking 110 in the world suggests she's put together a strong week. The Latvian has a solid baseline game that translates well to slower surfaces and she's shown she's not afraid of big moments in these smaller events.
Timofeeva is ranked just eight spots below her, so this isn't really a mismatch on paper, but first meetings in finals tend to favor the player who's more comfortable in that situation and on that surface. I think Semenistaja's clay-court consistency gets her over the line, all things considered, though Timofeeva will push her to a third set.
